Palacios believes this winter storm has shown that the Texas Railroad Commission, the state’s oil and gas oversight agency, does not adequately regulate the energy that Texans need and consume.
“They knew in 2011 and 1989 that gas wells needed to be winterized for situations like the polar vortex, but they did nothing,” Palacios said. “Instead of assessing what went wrong and changing rules to fit our changing world, they’re pointing fingers at ERCOT and the PUC. We deserve better systems management than that.
“If our state agencies won’t do their jobs, solar offers a way for some homeowners to take matters into their own hands.”
